March 26, 2025 Harvey adopts first ever comprehensive plan, envisioning a bright future and high quality of life for residents The City of Harvey partnered with the Chicago Metropolitan Agency for Planning (CMAP) — with support from Houseal Lavigne Associates — to develop a vision and strategies to guide the community. The partnership produced the Harvey Comprehensive Plan, charting future actions and policies to guide development. The new plan is the result of an inclusive planning process that engaged community members through workshops, bingo events, digital outreach, interviews, and more. For more than two years, city residents and stakeholders identified top priorities and challenges. The Harvey Comprehensive Plan goals include guidance to: Strengthen the city’s commercial and industrial areas to better meet the daily needs of residents and attract investment, reinvestment, and employment opportunities from beyond the city. Invest in the city’s critical infrastructure to continue to ensure a resilient, sustainable, and high quality of life for the whole community. Support a cohesive and efficient network of roads, trails, bikeways, sidewalks, transit service, and rail corridors — a network that supports business investment and enhances local and regional mobility. Harvey was awarded additional technical assistance in 2023 for the NEXT program, which will bring recommendations in the comprehensive plan to life by identifying and prioritizing steps to assist the city with successful implementation.
