The Chicago Metropolitan Agency for Planning (CMAP) determines local capacity and technical assistance needs through the Community Cohort Evaluation Tool. This robust, data-driven evaluation helps fulfill our agency’s commitment to making our project selections and funding decisions more equitable.

The Community Cohorts Evaluation Tool assigns the region’s 284 municipalities and Chicago’s 77 neighborhoods into one of 4 groups based on population, income, tax base per capita, and percent of population located in an economically disconnected or disinvested area. The cohorts are re-evaluated every April to reflect changing conditions in communities.
