The Chicago Metropolitan Agency for Planning (CMAP) determines local capacity and technical assistance needs through the Community Cohort Evaluation Tool. This robust, data-driven evaluation helps fulfill our agency’s commitment to making fair project selections and funding decisions. The Community Cohort Evaluation Tool assigns the region’s 284 municipalities and Chicago’s 77 neighborhoods into one of 4 groups based on population, income, tax base per capita, and percent of population located in an economically disconnected or disinvested area.
