Most projects are funded through federal or state grants and involve partnerships with local governments or public agencies.

Respondent requirements

  • Be able to obtain required insurance and/or bonding
  • Be in good standing with the State of Illinois
  • Be registered and active in SAM.gov
  • Have a CAGE code
  • Have a unique entity identifier (UEI)
  • Have no ethical or financial conflicts of interest
  • Not be debarred or suspended by any government entity

Evaluation process

Proposals are evaluated based on the understanding of the project, relevant experience and qualifications, as well as cost and overall value.
