August 1, 2024 Waukegan’s new Unified Development Ordinance charts people-focused, modern approach The Chicago Metropolitan Agency for Planning (CMAP) is excited to announce the release of Waukegan’s Unified Development Ordinance. This project, awarded through CMAP’s technical assistance program in 2021, combined staff and consultant expertise to help the City of Waukegan create a modern ordinance that addresses administration, zoning districts, zoning equity, land uses, signage, parking, sustainability, subdivisions, and tree preservation and landscape standards. Requirements in the new Unified Development Ordinance range from details as small as the width of a parking space to big picture policies that reduce carbon emissions. For example, the zoning components expand the types of homes that can be built and bring in the commercial uses residents want. The updated parking requirements and streamlined processes create a welcoming environment that will help existing businesses thrive while welcoming new ventures to fill vacant spaces. Finally, the environmental standards will protect natural areas and improve air quality, creating more pleasant surroundings for future generations to enjoy. The Unified Development Ordinance is a model for other communities across northeastern Illinois to emulate. It incorporates principles of resilience, inclusive growth, and prioritized investment found in ON TO 2050, the region’s comprehensive plan. These principles, in turn, promote compact, walkable communities, and market-feasible planning to ensure a high quality of life in the community. CMAP would like to thank Waukegan Mayor Ann Taylor, Waukegan City Council members, Katherine Darnstadt and the Latent Design team, Jake Seid of Sightline Planning and Zoning, Waukegan Director of Planning and Economic Development Noelle Kischer-Lepper, Project Lead Sam Greene, and the Waukegan planning team for their great collaboration on this project, which will ensure a thriving, people-focused Waukegan tomorrow — well into the future!
